I. PROJECT BACKGROUND
"Batang PAETE" began as a proposal circulating the
electronic group (e-group) of Paetenians International moderated
by Mr. Rey Carolino of the P.I. Canada Chapter. Brainstorming
began as early as June 2001. Members of the e-group seriously
thought that the idea of giving computer units for the benefit
of the Paete children is an excellent way of contributing
to the development of Paete's future populace. After several
brainstorming and chat sessions, the group requested Ms. Anne
Lan Kagahastian-Candelaria to iron out the project's implementation
mechanisms as well as explore the
various areas for collaboration to achieve the project's goals.

PROJECT OBJECTIVES
General Objective: The goal of the project is to create and
implement an educational program that would benefit the elementary
school children of Paete in the field of Information Technology.
Ultimately, the project will equip learners with the skills
for self-directed and independent type of learning which will
give them the confidence and sense of importance to strive
and pursue secondary school education.
Specific Objectives:
1. Develop the capability of the public elementary schools
of Paete as training ground for fast learners pupils to become
computer literate.
2. Develop the capability of these schools' teachers on the
use of the DECS Computer Education Curriculum for Elementary
Level as well as innovate instructional materials as tools
in the teaching-learning process by using information technology.
3. Pursue collaborative efforts between and among concerned
stakeholders in the various aspects concerning the project's
sustainability and success.

PROJECT STRATEGY
In order to achieve these goals, it is proposed that the project
be
subdivided into three stages, namely preparation, implementation
and monitoring and evaluation.
Stage 1: Preparation Stage
a. A computer lab will be set-up. PES will be the "host"
school for a
computer lab since it is a pilot school and already has a
computer room that could accommodate 20 to 25 computers.
b. Training will be provided for selected teachers of each
of the three schools who will be teaching their "fast
learner" pupils. The training will be conducted in two
waves.
b.1. The First Wave will provide the selected teachers literacy
training (MS Office) that will run for 5 days (40 contact
hours).
b.2. The Second Wave will provide the selected teachers training
on evaluation and integration of IT in the curriculum. This
will run for 3-5 days (24-40 contact hours).
c. Training for troubleshooting and PC maintenance will also
be provided for to a team of at least 3-5 teachers who will
be assigned by each school to ensure that the computer lab's
maintenance and upkeep.
d. A joint planning workshop will be conducted by the DECS,
in cooperation with the implementing team, to prepare the
schools in the full implementation of the Computer Education
Curriculum for the three elementary schools of Paete.
Stage 2: Implementation Stage
a. The implementation stage will cover the period of the actual
utilization of the curriculum in Computer Education prepared
by the DECS by the schools utilizing the teachers who have
undergone training in the preparatory stage.
Stage 3: Monitoring and Evaluation Stage
a. Monitoring and evaluation will be done by the implementing
team in proper coordination with the DECS Regional Management
Team and the Management Team of each school.
b. Evaluation will be done on a quarterly basis, beginning
with the 1st quarter of the school year (June-August) and
ending at the last quarter of the school year (January-March).
A full report will be submitted by the implementing team to
the donors. A copy of this report will be furnished to the
schools as well as the DECS regional and national management
team for proper documentation.

IV.
PROJECT FRAMEWORK
In order to realize fully the potential of computerization
of the three elementary schools of Paete, the "Batang
PAETE" Project should consist of the following components:
1. To set-up a computer lab equipped with at least 20 PCs
and properly networked to maximize sharing of other IT paraphernalia,
like printers and scanner/s.
2. To provide the necessary teacher training (literacy, curriculum
integration and troubleshooting) for selected teachers from
the three elementary schools to maximize the schools' personnel
resources and capabilities.
3. To implement the DECS IT Curriculum in the three elementary
schools of Paete to appreciate the project's overall goal
of opening IT opportunities to the children of Paete.
Ultimately, the main beneficiaries of this project are the
Intermediate pupils belonging to the Cream Section (or the
Fast Learners) of the three participating schools. Being the
biggest school, with the most population, Paete Elementary
School is strongly recommended to serve as the "Hub"
- or the host of the computer laboratory. The three schools
will take turns using and maintaining the laboratory.
Working on a collaborative framework, the government's contribution
is perceived in the following interface:
a. Department of Education - curriculum implementation and
evaluation
b. Local School Board - partial/full maintenance of the laboratory
c. Local Government of Paete - awareness, fundraising, partial/full
maintenance of the laboratory
On the other end of this collaborative effort is the presence
and support of the Civic and Business groups within Paete.
These groups are potential partners in keeping and maintaining
the laboratory as well as organizing other IT related development
projects in conjunction with the Batang PAETE Project.
Overall, both donor and steering committee will facilitate
preparatory as well as initial implementation support for
the project. It is anticipated that the schools will use this
collaborative framework to be able to maintain the laboratory.
At the same time, proper monitoring and evaluation after the
first year of implementation will be the responsibility of
the Department of Education. The Steering Committee shall
assist the beneficiary only as consultant after the first
year of implementation unless otherwise requested by the donor. |
